The United Instant Payment System (USMP) has been operating in the Russian electronic payment market since 2004 and is one of the youngest electronic payment systems in our country. In terms of its business model, the system is as close as possible to payment gateways; OSMP’s closest competitors are CyberPlat and e-port. At the same time, the company also develops and supplies the necessary equipment, as well as provides technical support and collection. The range of OSMP services is quite traditional for this group of players: payment for mobile communications services, Internet providers, commercial television and IP telephony.

Legal status and operating principles

At the end of each day, the system calculates completed transactions and offsets the amounts of payments accepted by the agent from the amount of the guarantee fee, and at the end of each month, the calculation of completed transactions and the amount of the agent’s remuneration occurs. In this case, the remuneration can be transferred to the agent’s account at the end of the month, or counted against the guarantee fee.   • setting up weekly synchronization of the organizational structure with the service catalog through the client-server access protocol (Lightweight Directory Access Protocol);
  • setting up configurations (payment terminals, etc.);
  • setting up daily update of information on payment terminals (“working/not working”);
  • workflow setup: organizing processes for processing applications from the claims service in Russia.

Project results

Automation of IT processes based on the Naumen Service Desk software product allows you to efficiently process customer requests received by e-mail to the claims service in Russia, as well as to maintain effective records of all payment terminals of the company installed in more than 190,000 points in the Russian Federation, and quickly troubleshoot equipment malfunctions.

The solution tools allow you to generate and receive any necessary reporting.

Some 600 payment service providers (PSPs) from eight countries participate in the SCT Inst (Sepa Instant Credit Transfer) instant payment system, which allows real-time money transfers across most of Europe.

The European Payments Council is introducing instant payments system SCT Inst, fearing that the emergence of new national platforms such as the UK's Faster Payments could lead to fragmentation of the European market, similar to that previously observed in the field of current payments.

The project of the SCT Inst system includes the possibility for individuals and legal entities to make cross-border transfers in the amount of no more than 15 thousand euros. Transfers can be made in 34 countries of the Single Euro Payments Area (SEPA) around the clock and will take only 10 seconds. Payment service operators who want to increase the limit and increase the transfer speed will be able to agree on this bilaterally or multilaterally.

At the time of launch, the SCT Inst service is supported by payment service operators in Austria, Estonia, Germany, Italy, Latvia, Lithuania, the Netherlands and Spain. This means that their clients can make instant payments in euros both within their own countries and cross-border – in those countries whose operators have already joined SCT Inst earlier.

Payment service operators from Belgium, Finland, Germany, Malta, Portugal and Sweden plan to join SCT Inst in 2018-2019. Thus, the composition of participants in the SCT Inst system will gradually expand beyond 34 European countries.

Meanwhile, starting from November this year, seven major settlement and clearing systems, including EBA Clearing, Equens Worldline, Iberpay and Stet, will be able to support transactions in the SCT Inst instant payment system. In addition, at the end of 2018, the European Central Bank's Target platform for instant payments will begin operating.
