Hand luggage
Now every passenger who purchased tickets after 09/30/2017 can carry hand luggage of any weight in the aircraft cabin free of charge (from November 15, 2017) and with total dimensions of no more than 36x30x27 cm. The size of hand luggage is checked using a meter installed at the airport.
The airline has canceled the classification of hand luggage items in its baggage rules. Now passengers can take any luggage into the cabin for free. Now you can take backpacks, bags, and handbags into the cabin if their dimensions meet the specified conditions.
If you purchased your ticket after 09/30/2017 (including this date), you can carry free hand luggage with the following restrictions:
overall dimensions no more than 36 x 30 x 27 centimeters,
total weight no more than 5 kilograms. — From November 15, 2017, weight restrictions are not imposed by the airline.
The carry-on baggage allowance applies to each passenger separately and does not apply to children under 2 years old, who are carried free of charge.

9.1. For safe placement in the passenger cabin, the maximum total dimensions of Hand luggage and items from paragraph 135 of FAP-82 must not exceed 36 x 30 x 27 centimeters (total size of all items). Carry-on baggage and items from clause 135 of FAP-82 are not limited in quantity and weight, but must fit freely into the Carry-on Baggage calibrator (meter) with the airline logo installed at the airport.
The measurement must be taken before entering the passenger screening area. Carry-on baggage allowances are not cumulative for subsequent passengers and do not apply to children under 2 years of age transported without a separate seat.
Paragraph 135 of FAP-82 reads (as amended on November 5, 2017 by Order of the Ministry of Transport of Russia dated October 5, 2017 N 409):
As hand luggage in excess of the limit established by the carrier in accordance with paragraph 133 of these Rules, and without charging an additional fee, the passenger has the right to carry the following things:
- a backpack, the weight and dimensions of which are established by the rules of the carrier, or a handbag, or a briefcase with things included in the backpack, or bag, or briefcase;
- bouquet of flowers;
- outerwear;
- baby food for the child during the flight;
- suit in a suitcase;
- a device for carrying a child (baby cradle, restraint systems (devices) for children under two years of age, baby carriage and other devices) when transporting a child, the dimensions of which are established by the carrier’s rules and allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the front passenger seat;
- medications, special dietary needs in the amount required for the duration of the flight;
- crutches, canes, walkers, rollators, folding wheelchairs used by a passenger and having dimensions that allow them to be safely placed in the aircraft cabin on a shelf above the passenger seat or under the seat in front of the passenger seat;
- goods purchased in duty-free shops at the airport, packaged in a sealed plastic bag, the weight and dimensions of which are established by the carrier’s rules.
Hand luggage, the dimensions of which do not meet the requirements for its safe stowage (clause 9.1), is transported as Checked Baggage with payment of a fee stipulated by the fare conditions.
If the dimensions and weight of your hand luggage exceed the free allowance, you will have to check it in as baggage, for which you will need to pay a fee. We recommend making payment in advance - before you arrive at the airport. If you are not sure what size your hand luggage will be, then pay for it later on the Victory website; the tariff via the Internet will remain unchanged.
Fees for a piece of baggage carried in the aircraft cabin on each flight (hand luggage)
Crutches, folding wheelchairs used by passengers with disabilities, as well as a baby cradle when transporting a child, are transported free of charge. These items are transported in the passenger cabin, provided that their dimensions allow them to be safely placed in the passenger cabin.
In accordance with airline regulations Cell phones and personal electronic devices with wireless communication devices can only be transported as hand luggage, and must be switched to “airplane mode” (if this mode is not available, the device must be turned off) immediately after closing the door of the aircraft before departure.
In order to ensure aviation security, Pobeda prohibits carriage of the following items in the aircraft cabin:
- corkscrews,
- hypodermic needles (unless medical justification is provided),
- knitting needles,
- scissors;
- folding (without lock) travel, penknives.
Transportation of musical instruments
Shipping musical instruments carried out both in the luggage compartment and in the aircraft cabin. When transporting musical instruments in the aircraft cabin, the transportation rules for baggage carried in the passenger seat apply.
Musical instruments whose dimensions exceed the maximum permissible baggage dimensions in the aircraft cabin - 115 cm in the sum of three dimensions (for example, a guitar, cello, violin or viola) can be transported in the aircraft cabin only if a separate place was paid for them according to passenger fares in effect at the time of purchase. The weight of such baggage should not exceed 75 kg, and the dimensions should allow place it on a separate passenger seat. The packaging of baggage transported in the aircraft cabin must ensure its fastening on the passenger seat.
To order and pay for an additional seat, the passenger must contact the call center. When purchasing an additional seat, your baggage allowance does not increase.
Transportation of pets
Pobeda Airlines accepts dogs, cats, service dogs, and birds for transportation. only in the aircraft cabin.
Items that may cause harm to the aircraft, persons or property on board the aircraft, as well as animals and birds (with the exception of pets/birds and service dogs), insects, fish seeding material, reptiles, rodents, experimental and sick animals. In addition, items and substances whose air transportation as Baggage is prohibited by law are not allowed to be carried. Russian Federation, international treaties of the Russian Federation, as well as the legislation of the country to, from, or through the territory of which transportation is carried out.
Attention: animals/birds and service dogs (except for guide dogs), regardless of weight (total weight of the container (cage) and animal/bird food), are not included in the Baggage allowance carried without additional payment and are paid according to the tariffs.
The cost of transporting an animal is 1999 rubles.
Checked baggage
Pobeda Airlines flights provide free Baggage allowance only for the most expensive “Premium Package” fare, it includes hand luggage up to 10 kg and baggage up to 20 kg.

Rules for the carriage of baggage by Pobeda Airlines
The law and international regulations define items and substances that are prohibited for transportation on an airplane - both as baggage and as hand luggage. This is due to ensuring the safety of passengers, which requires a certain understanding from Pobeda Airlines clients.

– Explosives, any cartridges, caps, smoke bombs, TNT, firecrackers;

Free luggage
The free baggage allowance per person for Pobeda Airlines is 10 kg– by weight and 158 cm in three dimensions - by dimensions.
Dimensions and weight of paid luggage

Baggage transportation costs

There is a discount for two seats, the final price will be 2499 and 5000 rubles, respectively. The third place and each one after it can only be paid at the box office in the amount of 3,000 rubles.

What is prohibited to take as hand luggage:

What can you take on board a plane for free?
Free hand luggage on Pobeda airlines is not at all what we are used to when flying on other carriers. There is no talk of any free bags being placed on shelves. Items such as a lighter, thermometer, blood pressure monitor, hydrogen peroxide and various non-hazardous liquids and gels are allowed on the plane, but under certain conditions. Firstly, there must be one item per passenger, and secondly, bringing liquids into the aircraft cabin is allowed in a container of no more than 100 ml. What is the difference between luggage and hand luggage?
Strictly speaking, both of these types are essentially baggage, but each has its own nuances.
Baggage flies in the luggage compartment of the aircraft, and hand luggage is on special lockable shelves located above the passenger's seat.
When checking in for a flight, baggage and hand luggage are weighed and a baggage tag is issued.

Transportation of animals by Pobeda airlines

The size of a bag with a 15-inch laptop is 40x31 cm, that is, it does not fit!
Larger items will have to be checked in as luggage and paid for. They won't let you take it into the salon. There is a calibrator at the airline counters and at the boarding gate: an iron box with a lid measuring 36 x 30 x 27 centimeters. Your bag should fit in there and the lid should close. Baggage cost at Pobeda

That is, you will also have to pay for a few minutes of Mozart on the phone. You pay the same rate if you order additional services over the phone, such as a seat with extra legroom or extra luggage space.

How to choose the right seats
Just the other day, when a couple with a three-month-old child sat together on a plane, despite the prohibition of the Pobeda flight attendant. To avoid this problem, you need to use the seat selection service at the stage of booking and purchasing tickets.
After you have entered your personal data and selected the number of pieces of luggage, the site will prompt you to select boarding seats. Their cost varies from 149 rubles for regular seats to 999 rubles for seats with increased legroom.
Thus, for just 149 rubles you can secure a flight next to your companion. If this is not necessary, then click on the “continue without selecting seats” button and the reception will assign you a random seat.
Replacement of a pre-booked seat is free of charge, but must be made at least 24 hours prior to scheduled departure. If you want to upgrade your seat to a more expensive one, such as a seat with extra legroom, you will need to pay the difference between the two fares.
You cannot pay for the seat selection service at the airport, but if it happens that you did not select a seat when booking your tickets, ask the employee at the check-in counter to give you seats nearby.
But remember that this is a matter of the human factor: a Pobeda employee is not obliged to meet you halfway. There is an assumption that at check-in counters passengers will be encouraged to purchase seats.
Changing seats on the plane is strictly prohibited. According to Pobeda rules, all passengers are required to sit in the seats indicated on their tickets. But in practice, you can always ask your neighbor to change places with you during the seating phase. Flight attendants are unlikely to notice this substitution. However, no one will just let you sit in empty seats.
A backpack is not a briefcase, or how to carry hand luggage
Most problems for Pobeda passengers arise from luggage and hand luggage. According to the airline's rules, you can take it with you for free in your hand luggage. only one item from this list: handbag, briefcase, baby food and cradle, outerwear or suit in a briefcase, laptop, umbrella, bouquet of flowers, camera, video camera.
But the question arises: what is meant by a briefcase and a handbag? After all, the latter can be either an inconspicuous clutch or a huge “trunk”.
A “handbag” is understood as a small bag of a rectangular, oblong or soft shape, designed for carrying small household items or cosmetics, the dimensions of which do not exceed 75 centimeters in the sum of three dimensions. A handbag can be equipped with a shoulder strap or chain, and have handles made of leather, textile, metal, plastic or bamboo.
At the same time, you cannot carry a beach or sports bag in your hand luggage for free; the style of your bag will be determined by the airline employees themselves, so it is better to choose the most neutral one, without flowers or other bright decor.
With a briefcase it is even more interesting; it is a briefcase or a laptop bag that is carried in the hand or on a shoulder strap. In the understanding of “Victory”, a backpack is not a briefcase.
A “briefcase” is understood as a narrow rectangular bag, the dimensions of which do not exceed 75 cm in the sum of three dimensions, designed for carrying documents (papers), books, a laptop computer, as well as small items and having corresponding compartments in the internal space.
You cannot carry a backpack, bag, box, beach or sports bag for free, even if they are no larger than the stated dimensions for briefcases and handbags. That is, if you are flying with a backpack and there is a laptop inside it, which you do not want to check in as luggage, take the laptop on board in your hands, the rules do not prohibit this.
For every item that does not qualify for free, or for every second item that you take on board, you need to pay extra. Carry-on baggage rates differ between booking online and paying at the airport, as with many airlines.
But Pobeda has a catch when paying at the airport: different rates apply for carry-on luggage at the check-in counter or at the counter at the gate. On the company's website they are indicated with a dash.
That is, absolutely all items that you take on board must be presented at the check-in counter. You must attach a tag to each bag or item that you transport separately. At the counter upon boarding, things are checked again, and if you have something without a tag, you will have to pay for it, but more.
At the gate, you will have to pay the same rates for packages of goods purchased in Duty Free shops at the airport. You can only carry your purchases without additional cost if you can put them in your free or paid for check-in carry-on bags.
Beware of the odds
For free, a Pobeda passenger can check in one item no larger than 158 centimeters in three dimensions and no heavier than 10 kilograms. For every kilogram of excess weight you need to pay 500 rubles on domestic flights and 10 euros on international flights.
Even 100 grams or less is considered “overweight” in the case of Pobeda, so be sure to weigh your bags before going to the airport and try to keep them lighter than the limits stated by the airline.
Separate rates apply for additional bags checked as checked luggage.
How to transport food and water
Pobeda Airlines provides passengers with drinking water free on board. It can be carried by flight attendants, or passengers must go to the kitchen themselves.
Unlike other low-cost airlines, food and drinks cannot be purchased on Pobeda planes, so you need to take care of your own food. You can take groceries on board provided that they are in free or paid hand luggage bags, which we wrote about in detail above. You will have to pay extra for individual food packages.
Liquids can be carried in bottles with a volume of no more than 100 milliliters, with a total volume of no more than a liter. Everything here is the same as on flights of any other airlines. It is prohibited to take hot drinks on board.
Alcohol can only be purchased from Duty Free on the day of travel; the bottle must be sealed in a bag and cannot be opened or consumed during the flight.
