Rehabilitation services are provided to disabled people and disabled children in an inpatient setting on an application basis, taking into account the priority determined by the date of registration of the application, in the presence of medical indications and the absence of contraindications, as well as by decision of the District Interdepartmental Commission for the selection of disabled children and young disabled people sent to receiving health-improving measures and undergoing rehabilitation at the Department of Social Protection of the Population of the Troitsky and Novomoskovsky Administrative Districts of Moscow. New region included in Russian Federation in 2014, immediately began developing measures to support citizens. As a result, in 2020 the social development of Crimea is carried out within the framework of all-Russian legislation. The regional authorities have done the following:

  • organized the implementation of all-Russian legislation on the peninsula;
  • developed our own social events;
  • adopted the relevant regulations;
  • introduced them into the legal field.

Citizens of the Republic of Crimea, like all other residents of the Russian Federation, received the right to care from central and local authorities. In view of this social protection population of Simferopol and the entire region has been transformed, becoming more targeted and targeted.

General principles of social policy of the Republic of Crimea

The implementation of social events in the region is based on the same principles that apply in other subjects of the federation. Namely:

In 2014, the Crimean authorities were faced with the need to create a new regulatory framework that corresponded to the Russian legal field. Several laws have been adopted regarding the implementation of social policy.

Social support for veterans


Law No. 35-ZRK/2014 approved the list of privileges now provided on the peninsula to various categories of veterans. They are:

      • for utilities and housing (including family members);
      • for the purchase of solid fuel;
    • preferential rates for public transport coupons.
  4. Participants in military operations can receive:
    • preferential rates:
      • for residential premises - 25%;
      • for utilities - 75%;
    • discounts on public transport tickets within the peninsula.
  5. reduction planned:
    • utility bills by 25%;
    • the cost of tickets on routes within Crimea.
Hint: a veteran's ID is issued by the social security authorities. You must have a passport and certificates confirming that you belong to a preferential category.

Social support for pensioners of Crimea


All citizens who have reached the age limit for compulsory employment are assigned a pension. The average pension on the peninsula in 2017 was 11.7 thousand rubles At the same time, recipients whose income does not reach the subsistence level ( RUR 8,410), additional payment is required. It is appointed at the request of the applicant.

For information: in 2014, pension benefits were recalculated for persons who received it before joining the Russian Federation. The following rules were applied:

  • if the amount turned out to be less than what the person received before, then the same amount of pension was retained;
  • the above recipients were excluded from the indexing list until the indicators were aligned.

Social support for peninsula pensioners consists of the following measures:

  • halving utility bills (applies even to employed people);
  • providing priority for joining housing cooperatives;
  • provision of landline telephony without respecting the priority;
  • free use of public transport;
  • application of preferential tariffs when calculating taxes on:
    • land allotment;
    • own;
    • transport;
  • providing a tax deduction in case of purchasing residential premises.
Attention: pensioners can count on help from local authorities for gasification of housing.

Social support for Crimean disabled people


Persons with health limitations are assigned pension benefits within the framework of all-Russian legislation. Parents receive payment for a disabled child. In addition, from the local treasury this group of beneficiaries is granted the following privileges:

  • free provision:
    • rehabilitation means, including custom-made ones;
    • opportunities to go to municipal clinics;
    • health package;
  • half discount on bills:
    • for utilities;
    • for solid fuel (if the house is equipped with stove heating);
  • reduction in the price of travel passes in local transport;
  • compensation for travel expenses to a place of health improvement (once a year).
Hint: disabled people and families raising children with disabilities are provided with living quarters at budget expense. The benefit is provided to those in need who registered before 01/01/05.

Other measures of social support for the population of Crimea


Local laws identify three more preferential groups. Applicants for preferences should obtain an appropriate social security certificate. The document gives the right:

  1. Chernobyl survivors and liquidators:
    • a 50% discount on utility bills;
    • to reduce tariffs for tickets on transport routes:
      • urban;
      • intercity.
  2. To the victims of repression:
    • for payment according to 500.0 rub. monthly;
    • to reduce by half the charges for residential premises and utilities;
    • to receive out of turn:
      • places in a housing cooperative;
      • landline telephone line;
    • to reduce the cost of travel passes.

    • to provide basic and additional paid leave at a convenient time;

Subsidizing the population of the peninsula


The local budget provides for the financing of subsidies for residents of Crimea. So, parents can get compensation of part of the fee for minors attending preschool educational institutions. The amount of the refund depends on the order of the child in the family:

  • for the firstborn they compensate 20% of the average amount of charges (determined by the Government);
  • for the second - half;
  • for the third and all subsequent ones it is already 70%.
Hint: the application should be addressed to the head of the kindergarten.

Social benefits for utility bills

Citizens whose utility bills exceed the established norm are given a refund of part of the amount by application. Crimeans can count on help:

  • are homeowners;
  • those occupying it on social rent;
  • living in apartments of a municipal or state fund.

Local regulations establish the following standards for the allocation of subsidies:

  • Applicants are required to contribute 17% of the total family income;
  • when calculating the amount of support, the standards prescribed in the Housing Code of the Russian Federation are taken into account;
  • payments to debtors are suspended.

Preferential airfares to Crimea


In order to stimulate the tourist flow to the peninsula, the state has taken measures to reduce the cost of air tickets. So, you can count on a serious discount:

  • pensioners;
  • disabled people, including minors (group 1 fly free);
  • WWII participants.
For information: rates are usually reduced by 1.5-3 times. The benefit is available exclusively to citizens of the Russian Federation during the warm period (from 06/01 to 11/30).

Reduce the cost of flights by half pensioners to Crimea from the following regions:

  • Far North;
  • Transbaikalia;
  • Chukotka;
  • Far East;
  • Kaliningrad;
  • Magadan Region;
  • Sakhalin.
Hint: preference is not provided for all routes. It is advisable to book your ticket in advance.

State support for Crimean holidaymakers


Citizens of the Russian Federation can return part of the funds spent on the purchase of a health voucher. The rules for providing special social assistance for vacationers are as follows:

  • the cost of the trip cannot exceed 50 thousand rubles;
  • Refunds are made through:
    • employer;
    • tax authority;
  • Tax of 13% is deducted from the costs, the rest is refundable.
Hint: vacation expenses for the applicant himself, his minor children (full-time students under 24 years old) and his spouse are accepted for refund.

Last changes

Since 2018, Crimeans have received new social guarantees within the framework of providing housing to certain categories of people who need it. These, in particular, include former Ukrainian military personnel and members of their families.

  • military personnel (employees) dismissed from the Armed Forces, Department of Internal Affairs and Civil Defense of Ukraine on the grounds provided for by the legislation of the Republic of Crimea before 02/21/2014, and recognized as disabled due to a military injury or due to a disease received during military/departmental service;

Teaching children with disabilities health in the Republic of Crimea is carried out in accordance with paragraph 1 of Art. 79 Federal Law of the Russian Federation dated December 29, 2012 No. 273-F3 “On Education in the Russian Federation” (hereinafter referred to as the Law on Education), according to which the content of education and the conditions for organizing training and education of students with disabilities are determined by an adapted educational program, and for people with disabilities also in in accordance with the individual rehabilitation program for a disabled person.

In accordance with Art. 2 of the Law on Education of organizations carrying out educational activities, has the right to use e-learning, distance educational technologies in the implementation educational programs in the manner established by the federal executive body exercising the functions of developing public policy and legal regulation in the field of education.

In accordance with the joint order of the Ministry of Education, Science and Youth of the Republic of Crimea (hereinafter referred to as the Ministry) and the Ministry of Health of the Republic of Crimea dated 03.03.2016 No. 281 and the Charter of educational organizations, organization of training at home or in medical organization can be carried out in full-time, part-time, distance learning forms. At the request of the parents (legal representatives) of the student studying at home, in the absence of medical contraindications for working with a computer, training can be organized using distance educational technologies.

At the same time, in the Republic of Crimea, the implementation of educational programs using exclusively e-learning and distance learning technologies is currently not carried out.

According to the State Program for the Development of Education of the Republic of Crimea for 2016-2018, approved by Resolution of the Council of Ministers of the Republic of Crimea dated May 16, 2016 No. 204, it is provided creation of the Center for Distance Education.

In accordance with Art. 5 of the Law on Education in the Russian Federation guarantees universal accessibility and free education in accordance with the federal state educational standards of preschool, primary general, basic general and secondary general education, average vocational education, as well as on a competitive basis free of charge higher education, if the citizen receives education at this level for the first time.

As part of the implementation of the activities of the state program of the Russian Federation “Accessible Environment” for 2011-2020, conditions for the inclusive education of children with disabilities have been created in 97 educational organizations, and work is also underway to create conditions for children with disabilities to receive a quality education in another 28 educational organizations.

Also, as part of the implementation of the State Program for the Development of Education of the Republic of Crimea for 2016-2018, approved by Resolution of the Council of Ministers of the Republic of Crimea dated May 16, 2016 No. 204, funds are provided for activities to create in 2016 in 50 general educational organizations of the Republic of Crimea conditions for inclusive education of children with disabilities, in 2017 in another 50 educational organizations.

Information on the accessibility of educational facilities in the Republic of Crimea is presented on the Accessibility Map of the Internet portal “Live Together” of the state program of the Russian Federation “Accessible Environment” for 2011-2020.

The education system of the Republic of Crimea operates 16 state budgetary educational institutions boarding school, of which 14 educate children with disabilities:

  • 7 - special (1 – for deaf children, 1 – for children with hearing impairments, 1 – for visually impaired and blind children, 3 – for children with mental retardation, 1 – for children with severe speech impairments),
  • 5 – sanatorium (1 – for children with minor attenuating forms of tuberculosis, 1 – for children with psychoneurological diseases, 1 – for children with cardiovascular diseases, 1 – for children with gastroenterological diseases, 1 – for children with chronic nonspecific respiratory diseases ),
  • 2 – for gifted children.

Also in the Republic of Crimea operates 5 municipal special (correctional) general education organizations, in which disabled children are educated (1 – for children with musculoskeletal disorders, 1 – for children with severe speech impairments, 3 – for children with delayed mental development and mental retardation).

To realize the right of children with disabilities and children with disabilities to receive quality education in all regions of the republic in the 2016/2017 academic year in 240 educational organizations implementing basic general education programs, are functioning 329 classes and 71 groups with inclusive education. In these educational organizations, 462 children with disabilities study in inclusive education, of which 170 are children with disabilities.
