The textbook, prepared on the basis of the latest federal and regional legislative and by-laws, court decisions, municipal legal acts, the practice of their application, reveals the originality of municipal law and local self-government in Russia, the basic principles of activity and powers of local self-government bodies, foreign experience in organizing local self-government, features international legal regulation local government.
The textbook has four sections dedicated respectively to the concept and system of Russian municipal law. The first section is "The concept and system of municipal law", which considers municipal law as a branch of law, as a science and academic discipline, system of municipal law. The second section is "The identity of local self-government", which includes 8 chapters (legal organization of local self-government, territorial organization, models and organization of local self-government, inter-municipal cooperation, responsibility of bodies and officials of local self-government, guarantees and protection of its rights). The third section "Competence of local self-government" analyzes the general competence of local self-government, its powers in the field of economic development, in the budgetary and financial-credit spheres, powers in the field of land relations, in the management of municipal property and municipal economy, in the field Agriculture, in the socio-cultural sphere. The fourth section is devoted to foreign experience in organizing local self-government and its international legal regulation.
In the system of municipal law, two new sub-sectors are being formed - urban law and rural law, which are also covered by its general part.
They ensure the binding of municipal legal norms and institutions to the territorial structure of local self-government.

In modern conditions of integration of the world community, research in the field of comparative municipal law is of great importance and great value. A comparative legal study of local government in various states was carried out by A.I. Cherkasov. He compared the following institutions: theoretical and legal institutions of local government, the structure and forms of activity of local government, direct public administration in the system of local self-government, the powers of local government, their relationship with the central government, the problems of local government and its reform.
E.V. Gritsenko studied local self-government in federal states on the example of Germany and Russia, since Germany has deep democratic traditions and many ideas have already been implemented in it, which are program constitutional guidelines for Russia (rule of law, welfare state, civil society).
A common form of legal regulation of local self-government in foreign countries are charters municipalities(municipal charters). The right of municipalities to apply and amend their statutes may be established both by the constitution and by laws. They are fixed legal regulations which are binding on all legal and individuals municipality.
Before entry into force, statutes (charters) must be approved or registered by the relevant authorities state power.
In the practice of legal regulation of local self-government in foreign countries, the administrative contract is becoming more widespread. It is an agreement between municipal authorities and other legal entities expressing the will of the parties to establish, change and terminate their rights and obligations, to commit or refrain from committing legally significant actions. They are concluded for the purpose of establishing an association of municipalities, de-
alloying individual powers of public authorities to municipalities and vice versa. Such agreements contain legal norms regulating certain aspects of the activities of municipal bodies. This increases the effectiveness of the administrative and legal impact of local governments on the economic and social processes of municipalities, on ensuring the livelihoods of the local population.
The textbook was prepared in accordance with the "State educational requirements (federal component) for the mandatory minimum content and level of training of higher education graduates" for the cycle "General humanitarian and socio-economic disciplines" and a set of didactic units for the discipline "Psychology and Pedagogy".

Foreword
Russian society is now going through a difficult period of transition from one socio-economic system to another. The hopes of its citizens and the efforts of the state are directed to the comprehensive improvement of life in accordance with the ideas of a society that meets the level of achievements of human civilization and embodies, to a greater extent than before, the ideals of goodness, justice, freedom, protection from lawlessness and evil, providing people with equal opportunities for self-realization and a decent life. This process is complex, contradictory, multi-conditioned. It cannot be carried out by directive or at the request of someone "from above". Whatever the pessimists say, it depends on all the citizens of Russia. It is impossible to realize the ideals in the life of each person without his personal participation. And society is always the same as its citizens and their activity. Life in a society can become better if its citizens become better - more educated, smarter, more cultured, more humane, more democratic, more decent, fairer, more professional, more capable both in personal qualities and in behavior.
All this is especially significant for the younger generation of Russians. The future of Russia and life in it belongs to him, and it will be more prosperous if the generation itself becomes more perfect. It is rightly said that mankind would be marking time if children were not superior to their parents. But such perfection does not come by itself. The educational system in the country, which is an accelerator of social progress, is called upon to help young people become more perfect, achieve more.
