The length of service is calculated in months and years, classified as continuous and intermittent.

Until 2002, when the value of the years worked for calculating the pension was decisive, a significant influence on the size of the pension benefit was played by continuous length of service.

It was strictly formalized, and its continuity was traced throughout the entire working life.

Today, the concept of continuity of experience has narrowed down to a period when a person works at one enterprise. As soon as he switched to another, the continuity of his experience began to be counted from zero. Or, if the transition does not violate the statutory terms of employment, continuity will continue.

If, having changed the place of work, a person retains the profession, territory and working conditions, then his experience is not interrupted. This can be taken into account in some areas by assigning additional allowances or benefits. For example, in the northern regions of Russia and in certain regions.

As far as pensions are concerned, the continuity of seniority, either in the old or in the new concept, no longer has any meaning. That is, it simply does not affect anything.

What is the insurance experience?

The length of service taken as the basis for calculating pensions includes:

  1. Work with the simultaneous payment of insurance premiums to the FIU.
  2. Temporary disability with the payment of social insurance contributions.
  3. Maternity leave, from 1½ to 3 years, or care leave, one of the types listed in the legislation, with a time limit.
  4. Military service, including family members of military personnel with no employment opportunities for a period of not more than 5 years.
  5. Employment from the labor exchange with receipt of unemployment benefits, including government programs for relocation or resettlement.
  6. Other periods provided for regions with special climatic conditions or for certain professions specified in the legislation.

Seniority coefficient

This indicator is relevant for calculating pensions for the years preceding 2002. The length of service for the main category of citizens is 25 years for men, and 20 for women.

If it is available, then the pension will be 55% of the average earnings. Accordingly, SC, the length of service coefficient, is considered equal to 0.55.

For each year worked out above the normative threshold of 25 and 20 years, the SC increases by 0.1. But not infinite the upper value of the SC cannot exceed 0.75. That is, it is assumed that it is not worth working beyond the mandatory experience of more than 20 years, and, probably, it will not work.

Thus, the size of the pension until 2002 is in the range from 0.55 to 0.75 of the average monthly earnings. This is the case if 25-20 years of experience are available. If there are less of them, then the SC will be reduced in proportion to the missing months.

Starting from 2002, the pension is accrued according to a completely different principle, which is based on the receipt of employee insurance premiums. For this period, the length of service earned before 2002 is not taken into account, it is converted into pension capital, which serves as a constituent component in calculating the pension.

The basis for calculating the pension becomes, the cost of which is annually set by the government.

Age for retirement

In 2020, it must be at least 10 years old, and the number of IPC points must be at least 16.2. The presence of both components guarantees the right to a labor pension. Having such experience, a man can apply for it if he has reached the age of 65 years (for a woman - 60).

By 2024, the mandatory insurance period should be 15 years, this is the limit value. If the years worked are not enough, then the pension will be issued in a fixed amount. It is calculated later for 5 years: at the age of 70 for men, and for women - at 65.

  2. Persons who simultaneously have an experience of 35 years for women and 40 for men.

However, on the ground, in the regions of Russia, the issue of veterans is approached creatively. In some places, only experience is needed; in other places it is corrected by adding new conditions.

What about those who have never worked?

The new pension reform states that people who have never worked or have not earned a full length of service for an insurance pension will now receive a social pension not at 60 (women) and 65 (men), but at 68 and 70 years respectively. These changes are also proposed to be carried out gradually.

Are there any exceptions?

These are women who have given birth to four or three children and raised them up to the age of eight. They will receive an old-age insurance pension upon reaching the age of 56 and 57, respectively, if they have at least 15 years of insurance experience.

For women who have five or more children and raised them up to eight years old, the retirement age remains the same - 50 years.

Are early pensions provided for unemployed citizens?

From January 1, 2019, the maximum amount of unemployment benefits will increase from 4,900 rubles to 11,280 rubles - the period of such payment is set at one year.

According to the innovations that have come into effect since this year, the calculation of pensions is now carried out according to new formulas. According to the law, citizens whose work experience is 35 years are entitled to receive an additional payment to their pension. And for those who have worked (officially) for more than forty years (40 years for women and 45 years for men), the state will pay a bonus of another larger size. Since this year, the pension has split into two components:

  • insurance (calculated by multiplying the cost of one point by the total amount of all available points);
  • funded (monthly payments in PF).
