The procedure for conducting the unified state exam

I. General provisions

1. This Procedure for conducting the Unified State Exam (hereinafter referred to as the Procedure) determines the rules for organizing and conducting the Unified State Exam on the territory of the Russian Federation and abroad, including participants in the Unified State Exam, their rights and obligations, the procedure for checking examination papers, submitting and consideration of appeals.

The system for assessing the results of the unified state exam is established by the Regulations on the forms and procedure for conducting state (final) certification of students who have mastered the basic general education programs secondary (complete) general education 1.

2. The Unified State Exam (hereinafter referred to as the Unified State Exam) is a form of objective assessment of the quality of training of persons who have mastered educational programs of secondary (complete) general education, using control measuring materials, which are sets of tasks of a standardized form, the implementation of which makes it possible to establish the level of mastery of the federal state educational standard 2 (hereinafter - KIM) 3.

3. The Unified State Examination is conducted in the following general education subjects: mathematics, Russian language, literature, physics, chemistry, biology, geography, history, social studies, foreign languages ​​(English, French, German, Spanish), computer science and information and communication technologies (ICT).

4. Persons involved in conducting the Unified State Exam, and during the period of the Unified State Exam, also persons who passed the Unified State Exam, are, in accordance with the legislation of the Russian Federation, responsible for the disclosure of information contained in the KIM 3.

II. Unified State Exam participants

5. Participants in the Unified State Examination are:

students who have mastered the basic general educational programs of secondary (complete) general education and were admitted in the prescribed manner to the state (final) certification (hereinafter referred to as current year graduates);

students of educational institutions of primary vocational and secondary vocational education who have mastered the federal state educational standard of secondary (complete) general education within the framework of basic professional educational programs;

graduates of educational institutions of past years who have a document on secondary (full) general, primary vocational or secondary vocational education, including persons whose previously received certificate of USE results has not expired (hereinafter referred to as graduates of past years);

citizens who have secondary (complete) general education received in educational institutions of foreign countries 4.

6. Graduates of special closed educational institutions for children and adolescents with deviant (socially dangerous) behavior and educational institutions of the penitentiary system, as well as graduates with disabilities, have the right to take the Unified State Exam on a voluntary basis.

7. Students of educational institutions of primary vocational and secondary vocational education who have mastered the federal state educational standard of secondary (complete) general education within the framework of basic professional educational programs take the Unified State Exam on a voluntary basis. The deadline for passing the Unified State Exam is chosen by such students upon completion of mastering the basic general education programs of secondary (complete) general education or upon completion of their mastering the main educational program of vocational education at the appropriate level.

8. To participate in the Unified State Exam, the persons specified in paragraph 5 of this Procedure, no later than March 1, submit to the places of registration for taking the Unified State Exam, determined in accordance with this Procedure, an application indicating the list of general education subjects in which they plan to take the Unified State Exam this year.

Persons who submitted an application to take the Unified State Exam before March 1 take the Unified State Exam during the period of the state (final) certification of graduates of the current year.

9. Graduates of previous years, graduates of educational institutions of primary vocational and secondary vocational education, as well as citizens with secondary (complete) general education received in educational institutions of foreign countries, who did not have the opportunity to participate in the Unified State Examination during the period of state (final) certification, have the right to submit an application to participate in the Unified State Exam until July 5.

These persons take the Unified State Examination within additional deadlines.

10. After the expiration of the deadlines established by paragraph 8 of this Procedure, changing the exams in general education subjects specified in the application is possible only if the Unified State Examination participant has valid reasons (illness or other circumstances confirmed by documents).

In this case, the Unified State Examination participant submits an application to the state examination commission of the constituent entity of the Russian Federation (federal examination commission) indicating the amended list of general education subjects for which he plans to take the Unified State Examination, and the reasons for changing the previously declared list. This application must be submitted no later than one month before the start of the relevant exams.

11. The results of the Unified State Exam of graduates of the current year are recognized in the prescribed manner by general educational institutions in which they were admitted in the prescribed manner to the state (final) certification, as the results of the state (final) certification, and by educational institutions of secondary vocational and higher professional education - as the results of entrance examinations. tests in relevant general education subjects.

The results of other USE participants are recognized by educational institutions of secondary vocational and higher vocational education as the results of entrance tests in the relevant general education subjects.

III. Organization of the Unified State Examination

12. The Unified State Exam is organized and conducted by the Federal Service for Supervision of Education and Science (hereinafter referred to as Rosobrnadzor) on the territory of the Russian Federation together with the executive authorities of the constituent entities of the Russian Federation, outside the territory of the Russian Federation - together with the founders of Russian educational institutions located outside the territory of the Russian Federation, having state accreditation and implementing basic educational programs of secondary (complete) general education (hereinafter referred to as the founders) 3.

13. In order to organize and prepare for the Unified State Exam on the territory of the Russian Federation and beyond its borders, Rosobrnadzor performs the following functions:

organizes the development of CMM;

organizes the provision of state examination commissions of the constituent entities of the Russian Federation with examination materials, including KIM, as well as Unified State Exam forms (registration forms and answer forms for Unified State Exam participants) (hereinafter together - Unified State Exam forms);

provides scientific and methodological support for the Unified State Examination;

organizes a centralized check of exam papers of Unified State Examination participants;

organizes the formation and maintenance of a federal information system for ensuring the conduct of the Unified State Examination and the admission of citizens to educational institutions of secondary vocational education and educational institutions of higher professional education (hereinafter referred to as the federal information system) in the manner established by the Government of the Russian Federation 5.

14. Organizational and technological support for organizing and conducting the Unified State Exam at the federal level, as well as outside the territory of the Russian Federation, is carried out by an organization determined in accordance with the legislation of the Russian Federation (hereinafter referred to as the authorized organization).

15. The powers of state authorities of a constituent entity of the Russian Federation in the field of education include ensuring and conducting state (final) certification of students who have completed educational programs of basic general education or secondary (complete) general education, including in the form of the Unified State Exam (including training of persons involved to conduct the Unified State Exam, organizing the formation and maintenance of regional information systems, ensuring the storage, use and destruction of examination materials and certificates of Unified State Exam results, processing and checking examination papers of Unified State Exam participants, as well as ensuring that Unified State Exam participants are familiar with their results and accreditation of public observers) 6.

In order to ensure the conduct of the Unified State Exam on the territory of a constituent entity of the Russian Federation, measures are being taken to:

organizing and ensuring the activities of commissions created in a constituent entity of the Russian Federation, as well as training specialists involved in conducting the Unified State Exam;

determining the places of registration for taking the Unified State Exam, the locations of the Unified State Exam points (hereinafter referred to as the Unified State Exam) and the distribution of Unified State Exam participants between them, the composition of the leaders and organizers of the Unified State Exam, the list of hard-to-reach and remote areas of the constituent entities of the Russian Federation, the composition of state examination, subject and conflict commissions, regulations on state examination, subject and conflict commissions of the constituent entities of the Russian Federation;

organization of informing Unified State Exam participants and their parents (legal representatives) on the organization and conduct of the Unified State Exam - through educational institutions and local government bodies that manage the field of education (hereinafter referred to as local government bodies), as well as through interaction with the media, organization of work hotline telephone numbers and maintaining a section on the official website of the executive authority of a constituent entity of the Russian Federation (or a separate website) dedicated to the issues of conducting the Unified State Exam on the territory of a constituent entity of the Russian Federation;

ensuring the formation and maintenance of regional information systems to support the conduct of the Unified State Exam (hereinafter referred to as regional Information Systems) and entering information into the federal information system in the manner established by the Government of the Russian Federation 5 ;

ensuring compliance with the information security regime during the delivery, storage and use of examination materials, including the appointment of persons responsible for receiving, delivering, storing, recording and issuing examination materials, determining the storage locations for examination materials and the scheme for their delivery to the PES;

organizing the accreditation of citizens as public observers in the manner established by the Ministry of Education and Science of the Russian Federation (hereinafter referred to as the Ministry of Education and Science of Russia) 7 ;

ensuring the conduct of the Unified State Exam in PPE in accordance with the requirements of this Procedure;

ensuring compliance with the deadlines established by this Procedure and the procedure for processing examination papers of Unified State Examination participants and checking the answers of Unified State Examination participants to the tasks of the examination paper with a detailed answer;

ensuring compliance with the deadlines established by this Procedure and the procedure for familiarizing Unified State Exam participants with the Unified State Exam results they received, monitoring the familiarization of Unified State Exam participants with the Unified State Exam results within the established time frame, ensuring that Unified State Exam participants are informed about the decisions of the state examination commission and the conflict commission of a constituent entity of the Russian Federation on issues of change and ( or) cancellation of the Unified State Examination results;

organizing the registration and issuance of certificates of Unified State Examination results to Unified State Examination participants in the manner established by the Ministry of Education and Science of Russia 8 .

16. In order to inform citizens about the procedure for conducting the Unified State Exam in the constituent entities of the Russian Federation, as well as in Russian educational institutions located outside the territory of the Russian Federation, having state accreditation and implementing basic educational programs of secondary (complete) general education (hereinafter referred to as foreign educational institutions) , in the media in which the official publication of regulatory legal acts of government bodies of the constituent entities of the Russian Federation, founders, on the official websites of executive authorities of the constituent entities of the Russian Federation, founders or individual websites dedicated to the issues of conducting the Unified State Exam, the following information is published:

18. To organize and conduct the Unified State Exam outside the territory of the Russian Federation, Rosobrnadzor creates federal examination, subject and conflict commissions.

Federal subject commissions are created to check the examination papers of graduates who took the Unified State Exam outside the territory of the Russian Federation.

The Federal Conflict Commission is created to consider appeals from Unified State Exam participants taking the Unified State Exam outside the territory of the Russian Federation.

19. Federal subject commissions recheck individual exam papers of Unified State Examination participants who took exams on the territory of the Russian Federation or abroad, on behalf of Rosobrnadzor.

20. As part of the organization and conduct of the Unified State Exam in a constituent entity of the Russian Federation, the State Examination Committee:

1) organizes and coordinates the work on preparing and conducting the Unified State Exam, including:

coordinates the proposals of the executive authority of the constituent entity of the Russian Federation on the personnel composition of the leaders and organizers of the PES, members of subject commissions, places of registration for taking the Unified State Exam, locations of the PES;

coordinates the work of subject commissions;

2) ensures compliance with the established procedure for conducting the Unified State Exam on the territory of a constituent entity of the Russian Federation, including:

sends its authorized representatives to the PPE and the regional information processing center to monitor the progress of the Unified State Exam and compliance with the information security regime during the Unified State Exam;

3) at its meeting, considers the results of the Unified State Exam in a constituent entity of the Russian Federation and, in the cases established by this Procedure, makes decisions on the approval or cancellation of the Unified State Exam results of Unified State Exam participants.

Decisions of the State Examination Committee are documented in protocols.

21. Subject commissions for each general education subject include persons who have undergone appropriate training.

Subject commissions carry out re-checking of individual examination papers of Unified State Examination participants who took exams on the territory of a constituent entity of the Russian Federation, on behalf of the executive authority of the constituent entity of the Russian Federation.

22. Consideration of appeals by Unified State Examination participants is carried out by a conflict commission, which cannot include members of the Unified State Examination and subject commissions.

23. The conflict commission performs the following functions:

accepts and considers appeals from Unified State Exam participants regarding violations of the established procedure for conducting the Unified State Exam, as well as disagreement with the assigned points;

Based on the results of consideration of the appeal, makes a decision to approve or reject the appeal of the Unified State Examination participant;

informs the Unified State Examination participant who filed the appeal and (or) his parents (legal representatives), as well as the State Examination Committee, about the decision made.

The decisions of the conflict commission are documented in protocols.

24. Organizational and technological support for the Unified State Examination in a constituent entity of the Russian Federation is carried out by an organization determined in accordance with the legislation of the Russian Federation to carry out the functions of a regional information processing center (hereinafter referred to as RCPO).

25. During the period of organizing and conducting the Unified State Exam, the RCPI carries out:

ensuring activities for the operation of the regional information system and interaction with the federal information system in the manner established by the Government of the Russian Federation 5 ;

technological and information interaction with PES, including, by decision of the executive authority of a constituent entity of the Russian Federation, automated distribution of Unified State Exam participants and organizers among PES audiences;

processing examination papers of Unified State Examination participants;

technological and information interaction with the authorized organization;

information support for the work of the State Examination Committee, subject commissions, conflict commissions of a constituent entity of the Russian Federation, executive authorities of a constituent entity of the Russian Federation, educational institutions, local governments in terms of organizing and conducting the Unified State Exam.

26. In order to facilitate the organization and conduct of the Unified State Exam, educational institutions implementing basic general educational programs of secondary (complete) general education, basic educational programs of vocational education, as well as local government bodies:

send their employees to the composition of the state commission, subject commissions, conflict commissions, as well as to the composition of the leaders and organizers of the PES;

inform Unified State Exam participants about the place and procedure for registering for the Unified State Exam, the place and timing of the Unified State Exam, as well as filing and consideration of appeals, informing about Unified State Exam results, issuing certificates of Unified State Exam results (information is posted on the information stand and, if available, on the website of the educational institution ( local government body);

interact with RCIO, State Examination Committee, executive authorities of the constituent entities of the Russian Federation;

enter information into the federal information system and regional information systems in the manner established by the Government of the Russian Federation 5 .

IV. Dates and duration of the Unified State Examination

27. To conduct the Unified State Exam on the territory of the Russian Federation and abroad, a unified exam schedule is provided.

For each general education subject, the duration of the examination is established.

The duration of the exam in general education subjects does not include the time allocated for preparatory activities (instructing USE participants, opening special delivery packages with examination materials, filling out the registration fields of the USE forms, setting up audio playback facilities when conducting the USE in foreign languages). For Unified State Examination participants with disabilities, the duration of the exam is increased by 1.5 hours.

28. By decision of the State Examination Committee (FEC), the following Unified State Exam participants are re-admitted to take the Unified State Exam this year in the relevant general education subject:

graduates of the current year who received an unsatisfactory result in the Russian language or mathematics at the state (final) certification in the form of the Unified State Exam;

those who did not take the Unified State Exam for good reasons (illness or other documented circumstances);

those who did not complete the examination work for good reasons (illness or other documented circumstances);

the results of the Unified State Examination (USE) were canceled by the State Examination Committee (FEC) when the conflict commission satisfied the appeal of the Unified State Examination participant about a violation of the established procedure for conducting the Unified State Examination.

If, in the cases established by this Procedure, a Unified State Exam participant was removed from the exam, then the decision on the possibility of admitting him to retake the Unified State Exam in the relevant general education subject is made by the State Examination Committee (FEC) based on the results of checking the fact of his removal from the exam.

V. Conducting the Unified State Exam

29. Examination materials are delivered to the constituent entities of the Russian Federation in accordance with the unified exam schedule, but not earlier than three days before the exam.

Delivery of examination materials to foreign educational institutions and to hard-to-reach and remote areas of the constituent entities of the Russian Federation is carried out no earlier than forty-five days before the start of the examinations. CMMs are delivered to foreign educational institutions and to hard-to-reach and remote areas of the constituent entities of the Russian Federation on electronic media in encrypted form. The delivery schedule for examination materials is agreed upon by the founders and executive authorities of the constituent entities of the Russian Federation with the authorized organization no later than March 1.

Storage of examination materials until the day of the examination is ensured by the executive body of the constituent entity of the Russian Federation, the founder.

The storage of examination materials before the start of the exam in the PES is ensured by the head of the PES.

Storage of examination materials must exclude the possibility of access to them by unauthorized persons and the dissemination of restricted information contained in the CMM.

Opening examination materials before the start of the examination is prohibited.

30. The Unified State Examination is carried out in PPE, the locations of which are approved by the executive body of the constituent entity of the Russian Federation, the founder, in agreement with the State Examination Committee (FEC).

The number and location of PES are determined based on the fact that at least 15 USE participants must be present in the PES. If it is not possible to organize a PET in accordance with this requirement, additional control measures are provided to monitor compliance with the established procedure for conducting the Unified State Exam.

PES are located in buildings in which educational institutions are located, or in other buildings that meet the requirements established by paragraphs 32-34 of this Procedure.

In the event of a threat emergency The executive authorities of the constituent entities of the Russian Federation, the founders, in agreement with the State Examination Committee (FEC), decide to postpone the Unified State Examination to another PPE or to another day provided for by the unified exam schedule.

31. Quantity, total area and the condition of the premises provided for the Unified State Examination (hereinafter referred to as the auditorium) must ensure that examinations are conducted in conditions that meet the requirements of sanitary and epidemiological rules and regulations "Sanitary and epidemiological requirements for the conditions and organization of training in educational institutions. SanPiN 2.4.2.2821-10", approved by the Decree of the Chief State Sanitary Doctor of the Russian Federation dated December 29, 2010 N 189 (registered by the Ministry of Justice of the Russian Federation on March 3, 2011, registration N 19993).

Classrooms should be appropriately isolated from areas not being used for the examination.

During the Unified State Exam, stands, posters and other materials with information and educational information on relevant general education subjects must be closed in classrooms.

Auditoriums allocated for the Unified State Examination in foreign languages ​​must be equipped with means of playing audio media.

The number of classrooms is determined based on the fact that no more than 15 Unified State Exam participants should be present in each classroom. For each USE participant there must be a separate workplace.

32. For USE participants with disabilities, the PES must be equipped taking into account their individual characteristics. The material and technical conditions of the examination must ensure the possibility of unimpeded access for Unified State Examination participants with disabilities to classrooms, toilets and other premises, as well as their stay in these premises (presence of ramps, handrails, widened doorways, elevators; in the absence of elevators, the audience should be located on the ground floor; availability of special chairs and other devices).

During the exam, there are assistants present who provide Unified State Examination participants with disabilities with the necessary technical assistance, taking into account their individual characteristics, helping Unified State Examination participants with disabilities take a workplace, move around, and read the task.

Unified State Examination participants with disabilities, taking into account their individual characteristics, can use the technical means they need while taking the exam.

For deaf and hard of hearing participants in the Unified State Exam, exam rooms must be equipped with sound amplification equipment for both collective and individual use.

For blind participants in the Unified State Examination, the PPE must provide a sufficient number of special accessories for preparing answers in raised-dot Braille in a specially provided notebook.

For visually impaired participants of the Unified State Examination, the PPE should provide for the possibility of enlarging (copying in an enlarged size) the Unified State Examination forms; exam rooms should be equipped with magnifying devices and individual uniform lighting of at least 300 lux.

During the exam, meals and breaks may be provided in the classrooms for Unified State Exam participants with disabilities to carry out the necessary medical and preventive procedures.

Meals and breaks for carrying out the necessary medical and preventive procedures in classrooms during the exam can also be organized for Unified State Examination participants who studied at home for health reasons, in sanatorium-type educational institutions for children in need of long-term treatment who were in medical and preventive institutions. institutions more than four months preceding the Unified State Examination.

33. The PES must have a room allocated for the head of the PES, equipped with a telephone connection, a printer and personal computer with the necessary software for the automated distribution of Unified State Exam participants and organizers into classrooms for the exam (if such distribution is made in the PES). Premises for heads of PES, organized in hard-to-reach and remote areas and foreign educational institutions, are also provided with a scanner and specialized software for decoding, replicating KIM and scanning answer forms of Unified State Examination participants.

The PES allocates premises for persons accompanying the Unified State Examination participants, representatives of the media, public observers and other persons who have the right to be present at the PES on the day of the exam. These areas must be appropriately isolated from the examination rooms.

34. On the day of the exam, the head and organizers of the PSE, an authorized representative of the State Examination Committee (FEC), the head of the organization on the basis of which the PSE is organized, or a person authorized by him, employees must be present at the point where the Unified State Examination is conducted. law enforcement, medical workers, as well as assistants who provide the necessary technical assistance to Unified State Examination participants with disabilities, taking into account their individual characteristics, including directly during the examination.

The leaders and organizers of the PES are appointed by the executive authority of the constituent entity of the Russian Federation in agreement with the State Election Commission. Persons who have undergone appropriate training are involved as organizers of the PES. When conducting the Unified State Examination in a relevant general education subject, the organizers should not include specialists in this general education subject. It is not allowed to involve as organizers in the PES employees of general education institutions who are teachers of participants in the Unified State Examination graduates of the current year who are taking the exam in this PES (with the exception of PES organized in hard-to-reach and remote areas, in foreign educational institutions, as well as in criminal educational institutions). executive system).

On the day of the exam, representatives of the media, public observers accredited in the prescribed manner, as well as officials of Rosobrnadzor, the executive body of the constituent entity of the Russian Federation exercising the delegated powers of the Russian Federation in the field of education, carrying out on-site verification of compliance with the established procedure, may also be present at the PPE. conducting the Unified State Exam. Representatives of the media may be present in the exam rooms only until the Unified State Exam participants begin filling out the Unified State Exam forms. Admission of these persons to the PPE is carried out only if they have documents identifying their identity and confirming their authority. Admission of USE participants to the PES is carried out if they have documents proving their identity and are included in the distribution lists for this PES approved by the executive authority of the constituent entity of the Russian Federation.

If, for objective reasons, a USE participant - a graduate of the current year - does not have an identity document, the admission of such a USE participant to the PPE can be made after written confirmation of his identity by a representative of the educational institution in which he was admitted to the state (final) certification.

35. Examination materials are delivered to the PPE by authorized representatives of the State Examination Committee on the day of the examination in the relevant general education subject.

36. Before the start of the exam, the head of the PSE organizes the automated distribution of USE participants and organizers among the audiences.

By decision of the executive authority of a constituent entity of the Russian Federation, the automated distribution of Unified State Exam participants and organizers among audiences can be carried out by the RCIO. In this case, the lists of distribution of USE participants and organizers by audience are transferred to the PES along with the exam materials.

Lists of distribution of Unified State Exam participants by audience are transmitted to the organizers, and are also posted on the information stand at the entrance to the PES and at each audience in which the exam will be held. The organizers provide assistance to Unified State Exam participants in accommodation in the classrooms in which the exam will be held.

Organizers are distributed among audiences based on the fact that each audience must have two organizers.

During the exam, some of the organizers are on the floors of the PES and help USE participants navigate the premises of the PES, and also monitor the movement of persons not involved in the examination.

In PETs organized in hard-to-reach and remote areas and foreign educational institutions, before the start of the exam (no earlier than 2 hours), the head of the PET, in the presence of an authorized State Examination Committee (FEC), organizes the decoding, reproduction on paper and packaging of the CMM.

37. Before the start of the exam, the organizers provide instructions to the Unified State Exam participants, including informing Unified State Exam participants about the procedure for conducting the exam, the rules for filling out forms for Unified State Exam participants, the duration of the exam, the procedure for filing appeals about violations of the established procedure for conducting the Unified State Exam in a general education subject and about disagreement with the assigned scores, about cases of removal from the exam, as well as about the time and place of familiarization with the results of the Unified State Exam.

If a Unified State Examination participant discovers that the exam materials are defective or that the exam materials are incomplete, the organizers will issue him a new set of exam materials.

Upon completion of filling out the registration fields of the Unified State Examination forms by all Unified State Examination participants, the organizers announce the beginning of the exam and its end time, after which the Unified State Examination participants can begin performing the examination work.

During the exam, Unified State Exam participants must comply with the established procedure for conducting the Unified State Exam and follow the instructions of the organizers.

During the exam, Unified State Examination participants do not have the right to communicate with each other, move freely around the audience and PPE, or use reference materials.

It is prohibited to place in the PPE during examinations; Unified State Examination participants and persons involved in its conduct are prohibited from carrying and using communications and electronic computing equipment (including calculators), except in cases established by regulatory legal acts of the Russian Federation 9 .

When establishing the fact of the presence and (or) use by these persons of communication means and electronic computer equipment during the Unified State Exam or other violation by them of the established procedure for conducting the Unified State Exam, authorized representatives of the State Examination Committee (FEC) remove the indicated persons from the PES and draw up an act of removal from the exam.

The act of removal from the exam is sent on the same day to the State Examination Committee (FEC) to verify the fact of removal from the exam and to the RCIO for accounting when processing Unified State Exam forms.

The exam is conducted in a calm and friendly environment.

38. If a USE participant cannot complete the examination work for objective reasons, he may leave the classroom early.

In this case, an authorized representative of the State Examination Committee (FEC) draws up a report on the early completion of the exam for objective reasons, which is sent on the same day to the State Examination Office (FEC) and the RCIO for accounting when processing Unified State Exam forms.

39. When conducting the Unified State Exam in foreign languages, the exam includes a “Listening” section, all tasks for which are recorded on audio media.

The organizers set up the audio playback facility so that it can be heard by all USE participants. The audio recording is listened to by Unified State Exam participants twice, after which Unified State Exam participants can begin performing the examination work.

40. After the exam time has expired, the organizers announce the end of the exam and collect exam materials from the Unified State Exam participants. The organizers, in the presence of the Unified State Exam participants, pack the collected examination materials into separate bags. On each package, the organizers note the name, address and PPE number, the audience number, the name of the general education subject in which the exam was held, and the number of materials in the package.

Unified State Examination participants who completed the examination work ahead of schedule can submit it to the organizers and leave the PPE without waiting for the exam to be completed.

Upon completion of the exam, an authorized representative of the State Examination Committee (FEC) draws up a report on the Unified State Examination in the PPE, which is submitted to the State Examination Committee (FEC).

41. Sealed packages with examination papers of Unified State Exam participants are delivered on the same day by authorized representatives of the State Examination Committee from the PES to the RCCO (with the exception of PETs organized in hard-to-reach and remote areas and foreign educational institutions).

Unused examination materials and used CMMs are sent to the executive authority of the constituent entity of the Russian Federation to ensure their storage until December 31 of the current year. After the specified period, the listed materials are destroyed in the prescribed manner.

In PES organized in hard-to-reach and remote areas and foreign educational institutions, immediately after the completion of the exam, the Unified State Exam forms are scanned in the presence of the authorized State Examiner (FEC) and the head of the PES. Scanned images of the Unified State Exam forms are transferred to the RCPI for further processing. All used and unused examination materials are stored in the PPE until December 31 of the current year. After the specified period, the specified materials are destroyed in the prescribed manner.

VI. Checking exam papers of Unified State Exam participants

42. Checking the examination papers of Unified State Examination participants includes:

processing Unified State Exam forms;

checking the answers of Unified State Examination participants to the questions of the examination paper with a detailed answer;

centralized verification of exam papers of Unified State Examination participants.

43. Processing of Unified State Exam forms is carried out by the RCIO using special hardware and software.

44. RCIO processes Unified State Exam forms for all general education subjects. At the same time, the processing of Unified State Examination forms in the Russian language and mathematics is completed by the RCIO no later than six calendar days after conducting the relevant exam (including checking the answers to the questions of the examination paper with a detailed answer by subject commissions); for other general education subjects - no later than four calendar days after the relevant exam; for exams held within additional periods (in cases provided for by this Procedure) - no later than three calendar days after the relevant exam.

45. Processing of examination papers of Unified State Examination participants includes:

scanning Unified State Exam forms;

recognition of information entered into Unified State Examination forms;

reconciliation of recognized information with the original information entered in the Unified State Examination forms;

providing subject commissions with depersonalized copies of forms with answers from Unified State Examination participants to exam paper assignments with detailed answers, as well as forms of protocols for checking examination papers of Unified State Examination participants;

scanning, recognition and verification of recognized information with the original information included in the protocols for checking the examination papers of Unified State Examination participants.

46. ​​Examination papers of Unified State Exam participants that have undergone processing are stored at the RCIO in a room that excludes access to them by unauthorized persons and allows for the safety of these materials until December 31 of the current year and after the expiration of the specified period are destroyed in the prescribed manner.

47. Checking answers to questions in examination papers with a detailed answer is carried out by subject commissions.

48. As part of the verification of examination papers of Unified State Examination participants, subject commissions:

accept for consideration depersonalized copies of Unified State Exam forms on which Unified State Exam participants’ answers to exam assignments with a detailed answer are written;

carry out checking the answers of Unified State Examination participants to the tasks of the examination paper with a detailed answer and assessment.

49. The answers of Unified State Exam participants to questions in the examination paper with a detailed answer are checked by two members of the subject commission (hereinafter referred to as experts).

50. Based on the results of the check, experts independently assign points for each answer to the questions of the examination paper with a detailed answer. The results of each assessment are entered into the protocol for checking by subject commissions the detailed answers of the Unified State Exam participants, which, after completion, are transferred to the RCIO for further processing.

51. If there is a discrepancy in the scores given by two experts, a check by a third expert is assigned.

52. The third expert is appointed by the chairman of the subject commission from among the members of the subject commission who have not previously checked this examination work.

53. The third expert checks and assigns points only for those answers to tasks in which a discrepancy was found in the scores of the two experts. The third expert is provided with information about the scores assigned by the experts who previously checked the examination work of the Unified State Examination participant. The third expert's scores are final.

54. The distribution of work between members of subject commissions, the determination of final points for the answers of Unified State Exam participants to the tasks of the examination work with a detailed answer, as well as the determination of the need for verification by a third expert are carried out automatically, using specialized hardware and software of the RCIO.

55. In order to increase the objectivity of checking the examination papers of Unified State Examination participants, by an agreed decision of the State Examination Committee of the constituent entities of the Russian Federation, it is possible to organize the exchange of examination papers of Unified State Examination participants between the constituent entities of the Russian Federation (hereinafter referred to as interregional cross-checking).

Organizational and technological support for interregional cross-checking of exam papers of Unified State Examination participants (including the transfer of impersonal copies of forms on which Unified State Examination participants' answers to exam paper assignments with a detailed answer are written) is carried out by the Regional Center for Examinations of the relevant constituent entities of the Russian Federation with the assistance of an authorized organization.

56. Immediately upon completion of processing and checking the examination papers of the Unified State Examination participants, the RCIO sends to the authorized organization the results of processing the Unified State Examination forms, as well as the results of checking the answers of the Unified State Examination participants to the tasks of the examination paper with a detailed answer.

57. After receiving the results of processing the Unified State Exam forms, as well as the results of checking the answers of Unified State Exam participants to the questions of the examination work with a detailed answer from all subjects of the Russian Federation, the authorized organization ensures a centralized check of the examination works of Unified State Exam participants.

58. Centralized verification includes:

checking the answers of Unified State Examination participants to multiple-choice and short-answer exam questions with the correct answers to these tasks;

determination of the primary Unified State Examination points (the sum of points for correctly completed tasks of the examination work) for each Unified State Examination participant based on the results of checking the answers of Unified State Examination participants to the tasks of the examination work with a choice of answers and with a short answer with the correct answers and the results of checking the answers of the Unified State Examination participants to the tasks of the examination work with a detailed answer;

transferring primary Unified State Exam scores to a 100-point assessment system.

59. The centralized check is completed no later than five working days from the receipt of the results of processing the Unified State Exam forms, as well as the results of checking the answers of Unified State Exam participants to the tasks of the examination paper with a detailed answer from all subjects of the Russian Federation. Upon completion of the centralized examination of the exam papers of Unified State Examination participants, the authorized organization ensures the transfer of Unified State Examination results to the RCIO.

VII. Approval and cancellation of Unified State Exam results

60. The State Examination Committee (FEC) at its meeting considers the results of the Unified State Examination for each general education subject and makes a decision on their approval or cancellation in the cases provided for by this Procedure. The approval of the Unified State Examination results is carried out within one working day from the moment of receipt of the results of the centralized verification of the examination papers of the Unified State Examination participants.

61. If the conflict commission has satisfied the appeal of a Unified State Exam participant about a violation of the established procedure for conducting the Unified State Exam, the State Examination Committee (FEC) makes a decision to cancel the Unified State Exam result of this participant in the relevant general education subject, as well as on his admission to the Unified State Examination in additional periods provided for by the unified examination schedule.

If there are facts of violation by a Unified State Exam participant of the established procedure for conducting the Unified State Exam, the State Examination Committee (FEC) makes a decision to cancel the result of this Unified State Exam participant in the relevant general education subject.

The decision to cancel the results of the Unified State Exam in the cases provided for by this Procedure is made within two working days from the moment the conflict commission makes a decision to satisfy the appeal for violation of the established procedure for conducting the Unified State Exam or from the moment of documentary confirmation of the fact that the Unified State Exam participant violated the established procedure for conducting the Unified State Exam.

If, in the cases provided for by this Procedure, a re-check of the exam papers of the Unified State Exam participants was carried out, the State Examination Committee (FEC) makes a decision on the need to revise the results of the Unified State Exam participants based on the results of the re-check.

62. After approval, the results of the Unified State Exam are transferred to educational institutions, as well as local governments and founders to familiarize the Unified State Exam participants with the Unified State Exam results they received.

Unified State Examination participants are familiarized with their Unified State Examination results in a general education subject no later than three working days from the date of their approval by the State Examination Committee.

Familiarization of Unified State Exam participants can be carried out using information and communication technologies in accordance with the requirements of the legislation of the Russian Federation in the field of personal data protection.

State Examination protocols on the approval of the Unified State Exam results are sent to the executive authority of the constituent entity of the Russian Federation to organize the registration and issuance of certificates on the Unified State Exam results.

VIII. Reception and consideration of appeals

63. In order to ensure the right to objective assessment, Unified State Examination participants are given the right to file a written appeal about a violation of the established procedure for conducting the Unified State Examination in a general education subject and (or) about disagreement with the assigned points to the conflict commission.

64. The conflict commission does not consider appeals on issues of the content and structure of KIM in general education subjects, as well as on issues related to violation by a Unified State Exam participant of the established requirements for completing the examination work.

65. The procedure, deadlines and place for receiving appeals are brought to the attention of Unified State Exam participants, their parents (legal representatives), and heads of educational institutions no later than 2 weeks before the start of the Unified State Exam.

66. When considering an appeal, verification of the facts stated in it cannot be carried out by persons who took part in the organization and (or) conduct of the relevant exam, or who previously checked the examination work of the Unified State Examination participant who filed the appeal.

67. In order to perform its functions, the conflict commission has the right to request from authorized persons and organizations Required documents and information, including Unified State Exam forms, information about persons present at the Unified State Exam, and compliance with the Unified State Exam procedure.

68. During the consideration of the appeal, the Unified State Exam participant and (or) his parents (legal representatives), as well as public observers, may be present.

The appeal hearing is conducted in a calm and friendly atmosphere.

69. An appeal about a violation of the established procedure for conducting the Unified State Examination in a general education subject is submitted by the Unified State Examination participant on the day of the examination in the relevant general education subject to an authorized representative of the State Examination Committee, without leaving the PET.

70. In order to verify the information contained in the appeal about violations of the established procedure for conducting the Unified State Exam, an authorized representative of the State Examination Committee creates a commission and organizes an audit.

The said commission may include the head of the PES, organizers, public observers, medical workers and representatives of law enforcement agencies.

The results of the inspection are presented in the form of a commission conclusion. The appeal and the commission’s conclusion on the results of the inspection are transferred on the same day by an authorized representative of the State Examination Committee to the conflict commission.

71. When considering an appeal about a violation of the established procedure for conducting the Unified State Exam, the conflict commission considers the appeal and the commission’s conclusion on the results of the inspection and makes one of the decisions:

dismissal of the appeal;

on the satisfaction of the appeal.

If the appeal is satisfied, the result of the Unified State Examination, according to the procedure of which the Unified State Examination participant filed an appeal, is canceled and the Unified State Examination participant is given the opportunity to take the Unified State Examination in this general education subject on a different day, provided for by the unified examination schedule.

72. An appeal about disagreement with the assigned scores can be filed within two working days from the date of announcement of the Unified State Examination results in the relevant general education subject.

Graduates of the current year can file an appeal of disagreement with the assigned scores to the educational institution in which they were admitted in the prescribed manner to the state (final) certification, other participants of the Unified State Exam - to the PPE.

Unified State Examination participants must be informed in advance about the time and place of consideration of appeals.

73. The head of the PES or educational institution who accepted the appeal must immediately transfer it to the conflict commission.

74. The Unified State Examination participant who filed an appeal is given the opportunity to ensure that his examination work has been checked and assessed in accordance with the established requirements.

When considering an appeal about disagreement with the assigned points, the conflict commission requests from the RCIO printed images of the examination work and the KIM of the Unified State Exam participant who filed the appeal, which are then presented to the Unified State Exam participant.

The Unified State Examination participant must confirm that he has been presented with images of the examination work he completed.

75. If controversial issues arise regarding the assessment of tasks with a detailed answer, the conflict commission establishes the correctness of the assessment of the examination work of the Unified State Examination participant. In this case, members of the subject commission for the relevant general education subject may be involved in the consideration of the appeal.

When considering appeals about disagreement with the assigned scores in a general education subject, the conflict commission has the right to contact the authorized organization with a request for additional clarification on the content of the tasks of the examination work of the Unified State Examination participant.

76. Based on the results of consideration of the appeal about disagreement with the assigned points, the conflict commission makes a decision to reject the appeal and maintain the assigned points, or to satisfy the appeal and assign other points.

If errors are identified in the processing and (or) verification of the examination work of a Unified State Examination participant, the conflict commission transfers the relevant information to the RCIO for transmission to the authorized organization for the purpose of recalculating the Unified State Examination results.

The authorized organization transfers the Unified State Exam results changed based on the results of the recalculation to the RCIO, which submits them for further approval by the State Examination Committee.

77. The conflict commission (federal conflict commission) considers an appeal about a violation of the established procedure for conducting the Unified State Examination no more than two working days, and an appeal about disagreement with the assigned points - no more than four working days from the date of its submission by the Unified State Examination participant. Information about the results of consideration of the appeal by the conflict commission (federal conflict commission) is transmitted to the authorized organization within two calendar days from the date of the decision by the conflict commission (federal conflict commission).

It has been established how the state final certification (FCA) is carried out for educational programs of secondary general education.

The following forms of GIA are distinguished.

The first is the Unified State Exam. Graduates are required to take mathematics and the Russian language. Other subjects are chosen at the discretion of the student. The second form is the state final exam. It is carried out in special closed educational institutions, in institutions executing sentences of imprisonment, as well as for persons with disabilities (including the disabled). At the same time, at the request of examinees, the Unified State Examination can be conducted in individual subjects. For students who have chosen an exam in their native language and (or) native literature, the form of the exam is determined by regional executive authorities.

Winners and prize-winners of the final stage of the All-Russian Olympiad for schoolchildren, as well as participants in international Olympiads, do not pass the State Examination Test in the relevant subject.

The choice of disciplines that the student will take must be decided before March 1 (the corresponding application is submitted). Then items can only be changed for a valid reason.

Particular attention is paid to the procedure for conducting the Unified State Exam.

The Unified State Examination is conducted according to a unified schedule. At the same time, exams in compulsory subjects begin no earlier than May 25, and for the rest - no earlier than April 20 of the current year. For graduates of previous years, the Unified State Exam may be held ahead of schedule. At least 2 days must pass between mandatory exams and others.

During the Unified State Exam there are no more than 25 people in the classrooms. Rooms not used for examinations are locked and sealed. Auditoriums are equipped with video surveillance equipment. The exam recording is stored for at least 3 months.

On the desktop, in addition to exam materials, for example, there is a pen, a passport, medicines and food (if necessary), and a form for sending comments to the State Examination Committee about violations of the State Examination procedure.

It has been established how the results of the Unified State Examination are approved, as well as how an appeal is filed.

Previous acts relating to the State Property Inspectorate are no longer valid.
